V is for Vendetta: The Albuquerque Journal’s Vendetta Against the Wild Horses

The Albuquerque Journal has now printed, over the past two weeks, six opinion pieces denigrating Governor Richardson’s proposed 12,000 acre expansion of Cerrillos State Park and creation of a wild horse sanctuary. Four of the opinion pieces masqueraded as news articles, with one printed front page and just below the Albuquerque Journal banner, and featured the neutral headline of “Horse Haven Would be Exclusive Club”.

None of the news articles presented any information or quotes from proponents of the wild horse sanctuary, besides Governor Richardson himself, even though a chief proponent for New Mexico’s wild horses, the Wild Horse Observers Association (WHOA), sought out the Journal’s Thomas J. Cole to  provide comment.  In fact, the headline of their most recent editorial against the wild horses snarkily incorporated the organizations acronym.

In the earlier news articles and editorials the Journal clearly tries to promulgate a false choice: funding childcare assistance vs spending on wild horses. Why is it a false choice? The $2.8 million being allocated for the park expansion calculates out to a mere 0.07% of the $3.9 billion Federal stimulus  funds being directed to New Mexico. The budgetary category of “Family Safety Net” has already been allocated 8.18% of New Mexico’s share of stimulus funds. Also, the $2.8 million is but a fraction of the shortfall in childcare assistance funding.

Here’s an anecdotal sampling of other stimulus funded projects in New Mexico:

  • 0.21%: Reconstruction of Existing Lanes fo NM 128, a rural road in Lea County (birthplace of Governor-Candidate Diane Denish). 
  • 1.31%: Levee improvements in Dona Ana County (home to Governor-Candidate Susana Martinez 
  • 0.06%: Improvements to Columbus US Land Port of Entry in Luna County (home of NM Senate Finance Chairman John Arthur Smith)

The primary point being made here is that, clearly, the expansion of Cerrillos State Park is not preventing the funding of childcare assistance, as there are many other choices, many of them larger, which comprise the allocation of the $3.9 billion of stimulus funds for New Mexico.  False Choice.

Many of the news articles and editorials attempt to make great hay (sorry for the pun) out of the  opposition of Governor candidates Diane Denish and Susanna Martinez, and State Senate Finance Committee Chairman John Arthurs Smith to the proposal. Here are some other anecdotal figures to  chew on:

  • $1.9 million: Increase budget for DA office of Governor-Candidate Susana Martinez, from 2003 to 2009. 
  • $2.8 million: Approximate cumulative budget for Lt. Governor office of Governor-Candidate Diane Denish, 2007-2010.
  • $7.5 million: Expenses for 2010 NM Legislative Session
  • $4.2 million: FY2010 Budget Recommendation for Legislative Finance Committee.

True, these numbers have no direct relationship to the proposed wild horse sanctuary, however, it does provide a sense of proportion to the cost of a project which is an investment into New Mexico’s and the  nation’s largest private sector employee, tourism. The Albuquerque Journal takes little note of the  financial benefits this investment in tourism will bring throughout the years to come.

Just to throw out another loosely related fact: 

  • Energy and Natural Resources: Biggest Campaign Contributors to NM Senate Finance Chairman John Arthur Smith, 2004/2006/2008.

I’m just saying….

When Governor Richardson addressed the childcare assistance shortfall, the Albuquerque Journal changed tack and attacked the wild horses themselves, in the “Horse Haven Would be Exclusive Club” front page, below the banner news article (no, it was not labeled an Editorial or Opinion). The Journal  writer, Thomas J. Cole, merely repeated misinformation fed to him by the BLM regarding the existing wild horse herds in New Mexico, both underestimating their numbers and calling many of them “feral”.   The writer makes no mention of the role the BLM has played in the creating the current sad state of the  wild horses in the West.  The article also conveyed the BLMs viewpoints on the proposed wild horse sanctuary, without any countervailing viewpoints. The BLM is hardly a disinterested party when it comes to wild horses and certainly should not be the sole source for information on the subject.

Interestingly, when a Farmington-area BLM manager’s questionable ethics came into the spotlight last  month, the Albuquerque Journal could not be bothered to assign a reporter to the issue, but relied on AP reporting.

Amazingly, five negative articles and editorials in eight days was not enough. The Albuquerque Journal published another editorial on September 29th denouncing the wild horse sanctuary, “Somebody Holler Whoa on Sanctuary”. The Editorial contained no new information and no new insight, and so it seemed unnecessary, except to add more stridency to their opposition and to fit the acronym of the most vocal proponent of a wild horse state park to the headline, the Wild Horse Observers Association.

Press Release:  Governor Richardson Leads the Nation

  • Creates First State Wild Horse Sanctuary
  • Advocates for Wild Horses in Placitas NM

Governor Richardson has taken a bold step toward protecting the nation’s remaining wild horses and wildlife with his 9/16/2010 announcement that the State of New Mexico is purchasing the 12,000 acre Ortiz Mountain Ranch to create a wild horse sanctuary.  This is a strong message in opposition to the Secretary of Interior Salazar’s current plan that removes wild horses – our living heritage – from the West, to holding pens, at great and unnecessary on-going cost to tax payers.  

Richardson’s plan provides great opportunity for rural economic development through tourism, New Mexico’s and the nation’s, largest private sector employer.

At the same time, Governor Richardson in his September 6th 2010 letter to the BLM, signed by Energy Secretary Jim Noel, has strongly advocated for the nearby, beautiful, free roaming, Wild Horses of Placitas.  These wild horses are also on the north end of the Sandia Mountains .  Governor Richardson effectively has asked that they be preserved and protected where they exist.

With each of these acts, and in unison, he has also taken significant action toward the protection of the Wildlife Corridor of the Sandia Mountains , as well as the overall Rocky Mountain Wildlife Corridor from Canada to Mexico .  Richardson has long worked to protect this corridor as chair and member of the Western Governors Association.

Richardson’s list of accomplishments for the wild horses of New Mexico is long, which go alongside his many renown accomplishments for the protection of New Mexico’s environment and animals, wild and domestic:

In 2007 Governor Richardson signed SB655, carried by the honorable Senator Komadina, which gave New Mexico ’s state wild horses legal status with commensurate protections on certain state lands.

In  2006 Governor Richardson wrote a letter to the USDA Forest Service Regional Manager to stop the round up at the Jicarilla Carson National Forest, advocating to maintain a herd size to preserve genetic viability and to preserve New Mexico’s last sizeable wild horse herd for Eco -Tourism. He even asked for the return of those horses already removed.

(2004 – 2007) Governor Richardson also presided over the New Mexico State Legislature during the unanimous passage of three Memorials in 2 years (2006, 2007) asking the BLM, USDA Forest Service, and First American Nations of New Mexico, to protect and preserve New Mexico’s wild horses where they exist, to utilize the Wild Horses for Eco-Tourism, and to utilize PZP, an immuno – contraceptive for population management. Another Wild Horse Study Memorial was passed under his auspices in 2004.

WHOA and wild horse advocates across the nation celebrate Governor Richardson’s action, bold leadership, and advocacy for this nation’s living legacy- our symbol of freedom – the Majestic Wild Horse.

Sandoval County Gives Up on Loop Rd….(sort of and at least for now)

Sandoval County (NM) has passed a resolution that states:

“NOW, THEREFORE, BE IT RESOLVED BY THE SANDOVAL COUNTY BOARD OF COUNTY COMMISSIONERS THAT CURRENT SANDOVAL COUNTY POLICY DOES NOT ADVOCATE THE DEVELOPMENT OR PLANNING OF A NORTHEAST ROADWAY CORRIDOR CONNECTING INTERSTATE 25 AND NEW MEXICO STATE HIGHWAY 14 THROUGH THE PLACITAS AREA OR THROUGH LANDS BELONGING TO THE UNITED STATES BUREAU OF LAND MANAGEMENT”

This is a direct result of WHOA’s efforts and it reflects the clear wishes of the Placitas-area residents. 

The proposed Loop Rd (/NE Corridor) would have cut through the habitat of the Placitas Wild Horses and would have interrupted the Wildlife Corridor of the Sandia Mountains.  It would have also greatly increased the development pressures in the East Mountains, as well as the BLM land in the Placitas-area, and could have led to high density development as already seen in Rio Rancho.

However, as good a result as this may be, this resolution is non-binding and it does not state any opposition to a connecting route between I-25 and NM14 through the linking of existing roads, a sort of backdoor creation of a Loop Rd.  So, futher vigilance continues to be warranted, as the Loop Rd has proven to be a pet project that slips it’s way into the County’s plans every few years and has required vigorous opposition to defeat each time.

Wild Horses are Livestock? County Backs Down

Sandoval County Planning Departement recently proposed changes to the County’s Ordinances which included a new definition of livestock that would have resulted in the Placitas Wild Horses being defined as livestock, and thus being at immediate risk of capture and removal.  As has been the norm, this change was buried in the ordinance and it was only found with a careful and thorough review by WHOA.

WHOA spoke out against the changes at the County Commission Meeting and submitted a legal opinion from our lawyer, essentially stating that the County’s proposed new definition of livestock was in legal conflict with that of the State’s and could therefore be successfully challenged in court. 

Sandoval County has relented and County Attorney David Mathews stated this in an email to us:

“Brad (Stebleton, County Planner) changed this definition to mirror the state’s statute.  I apologize for missing this one in my review and we thank you bringing it to our attention.  We do not mention the wild horses specifically, but they do not fit the definition of livestock under the state or county version of the definition because they are not domesticated.”      

“It seems to the County the herd of wild horses are strongly supported by the majority of Placitans.  They are part of what makes your community unique.” …. “We have received no negative comments about the horses and, therefore, believe protection of the wild horses is supported by your community.”

Committee to Promote New Mexico’s Wild Horse Parks

Governor Richardson recently anounced in Washington, DC his intention to establish a Wild Horse State Park in New Mexico. WHOA is much appreciative of his announcement and has aligned itself with several other New Mexico horse advocates in order to urge this project forward and to provide any additional resources needed to bring it to fruition. Dear Governor Richardson,

The news of the proposed “Wild Horse Park” could not be more exciting to us.  It is long overdue and will bring much value and tourism to our state, which has always been thought of as “The Old West”.  Thank you so much for taking the time to bring this extremely significant attraction within our reach.

You will be pleased to know that many of the organizations/groups in New Mexico who have a stake in the future of the Wild Horses have been working together to preserve the horses and make sure that they are taken care of and protected.

Your proposal for establishing a Wild Horse Park opens the door to exciting opportunities for the horsemen and horsewomen of our state to share our decades of combined experience and knowledge. The Park will bring to the people of New Mexico and the Nation a new and unique venue for learning about the horses that have played such a large part in the development of the western states.

SKY PROTEST OF SECRETARY SALAZAR IN COLORADO TODAY

STOP THE ROUND UPS

Secretary Salazar said “no slaughter of Wild Horses”, But …

While many Americans work around the clock to keep America’s Wild Horses in the West, Secretary Salazar continues his quest to cleanse the West of anything that even appears to interfere with cattle.  Today, in solidarity with the Cloud Foundation and most Americans, WHOA is flying this Banner for not only the Wild Horses but also the Bison, Wolves, Mountain Lions, Bears and the millions of others wild animals killed on our public lands by sodium cyanide, round-up, slaughter, and shooting, apparently as collateral damage of a policy to promote the cattle industry.

  COLLATERAL DAMAGE -  

Purpose of Secretary Salazar’s Policy – To protect 4 million cattle on public lands, temporarily, as they are also destined for slaughter.

 Americans are losing their Wild Wild West as we speak.

1.     The government is also allowing chemical warfare on 13,000 wild animals and predators per year, using sodium cyanide (Compound 1080).  Under attack are any wild animals that may interfere with cattle ranching on public lands including ecologically important predators like coyotes, wolves, bears, bobcats, and foxes. (per NRDC/Natures Voice)

 2.     Wildlife Services, a division of the Department of Agriculture kills millions of other wild animals at a cost of 100 million dollars per year on our public lands.  More than the entire Wild Horse Budget of any recent year. (per NRDC/Natures Voice)

 3.      In addition the slaughter of Bison from Yellowstone park. There is a fear the Bison may give the cattle back their own disease though it has not happened yet and this is our last pure herd of American Bison.

 4.      Salazar’s also approved this year the delisting of Rocky Mountain wolves from the endangered species list, causing 100 to be killed this year, which Salazar states his scientists determined was OK.

 5.   As Senator, Kenneth Salazar voted to put diseased and downed animals in American’s food supply in the 109th Congress. This more than any other action has given the appearance of a real conflict of interest for Rancher Salazar.  This is the year he earned a ZERO on the United States Humane Society’s voting scorecard.  

WHOA is asking for a halt to the rampant round-ups of our last large American Wild horse herds.  Secretary Salazar has not published a detail plan for the future of the victims of the round-ups and with the US Senate sitting on Wild Horse ANTI – SLAUGHTER  BILLS, this must be stopped.  Secretary Salazar must stop the round-ups.

Secretary Salazar has proposed a vague plan to remove most of the Wild Horses from the West, even though the House recently passed the “Restore Our American Mustangs Act” (ROAM Act), which would direct the BLM to restore the wild horses to the wild and protect them from slaughter.

Breaking News: Sandoval County Removes Loop Road from Planning Map – State Legislators “Happy”

More: BLM RMP Update

Dear Wildlife and Open Spaces Supporters,

Statements made on official audio tape[1], by Michael Springfield, Director of Development for Sandoval County , at the Planning and Zoning Meeting on September 24, 2009, assert that the North East Corridor ( Loop Rd ) has finally been removed from the Program Planning Map.

Michael Springfield, Staff Report: Excerpt of transcript of audio tape statement.

“Umm, the other map that Moises just finished today, and I’ll give you a heads up, since it’s gonna be on the map that comes out, um, is our planning program map, and I know most of you have seen that, that shows all of the area plans we’re gonna be doing, all of the corridor plans that we’re gonna be doing, uhh, over the next 2, 5 years, umm, with the deletion, actually, to let you know, of the North East Corridor. Diamond Tail came back and said they are no longer interested in that. They will use Hwy 14 for their future development. Future development. (I’ll?) throw that out again. And that’s what the representatives in the state legislature told us they were happy with so, that works.”

Interestingly, Michael Springfield and County officials had denied that there were any statements during this meeting regarding further development at Diamond Tail utilizing RT 14.

RMP Update – WHOA has gained written approval from US to take the BLM to court.

The BLM has not yet admitted through Freedom of Information Request (FOIA) response to receiving many of your documented emails, your signed WHOA surveys, Placitas Coalition statements, etc. during the Scoping Process. WHOA has been waiting for a complete response since January.

This is concerning because the BLM had already denied receiving San Antonio de Las Huertas Land Grant’s (SADLH) BLM RMP input as well as Sandoval County’s Right Of Way request (ROW).

However, inputs WHOA did receive under this FOIA further prove a LANDSLIDE for the Wild Horses and a Wild Horse Park .  (THANK YOU!!)  WHOA now has written authority from the federal government to go to court. This is important as WHOA has prudently not gone to court previously; as our legal research has shown that the courts cannot intervene in a public process under most circumstances.

While the Denver Broncos continue their fight for a division title against the San Diego Chargers, Secretary Salazar continues his quest to cleanse the West of their namesakes, as well as many other wild animals including Wolves, and Bison. 

Secretary Salazar has proposed a plan to remove most of the Wild Horses from the West, despite though the House having recently passed the “Restore Our American Mustangs Act” (ROAM Act), which would direct the BLM to restore the wild horses to the wild and onto 20 million acres of rangeland.  The same amount of BLM lands that a GAO Report admits has been taken from them.

As Congressman Raul Grijalva stated regarding the ROAM Act, “We must not lose these majestic icons of the West.”

 

PRESS RELEASE : SKY PROTEST SERIES

OF SECRETARY SALAZAR

-OVER DENVER-

Date: Nov 21st, 2009

Tomorrow, as on Friday, a plane and banner message critical of Secretary Salazar are flying over Denver, prior to the Denver Bronco game.  Frustrated and angry over continued Wild Horse round-ups, the message sponsors are working toward a conversation on the real issues on our public lands discussed in this press release. 

Succinctly stated: 4 Million Cattle on public lands are causing mismanagement and slaughter of American Wildlife across the west, including; Bison, Wolves, and Wild Horses, earning Secretary Salazar the title of ‘Salazar the Slaughter Czar.’

Recently Secretary Salazar requisitioned $68 million from Congress which included an additional $30 million or so to solve the “so called” Wild Horse Problem.  Even so, he has published his next plan to round up another 12,000 horses in 2010; these horses may go into long term holding facilities at significant cost to taxpayers.  Meanwhile 4,000,000 Cattle will remain on public lands. 

Critics of Salazar’s plan, as well as officials from the Humane Society of the United States (HSUS) which had given “A Big Two Thumbs Up” to Salazar’s plan as a first step forward, note their disappointment with Salazar’s seeming abandonment of aggressive use of birth control which could otherwise preclude the need for expensive, often brutal, round-ups and the boarding of tens of thousands of Horses.

BLM Wild Horse Population Management – The Bureau of Land Management (BLM) under the Department of the Interior (DOI), now headed by Secretary Salazar, has traditionally managed Wild Horse populations in similar fashion to any domestic breeding program.  First allowing breeding, then removal (by helicopter round-up), and finally domestic adoption or placement in costly holding facilities waiting an uncertain fate, which could legally include slaughter.  With the passage of the Burns Amendment, making sale and slaughter of Wild Horses legal, no Wild Horse is actually safe from slaughter, especially with the mounting costs of this ill thought out program. (See GAO WH&B Report recommendations.)

An alternative population management strategy which utilizes birth control, such as the 21 yr program of PZP immuno-contraception at the Assateague US National Park, has not been utilized widely by the BLM.  Another alternative for population control is the allowance of natural predators which, unfortunately, continue to be eliminated as a threat to Cattle.

Western “Public” Lands – Thriving Ecological Balance?

Secretary Salazar states, “Western lands and watersheds cannot support 33,000 Wild Horses.”  However Don Glen, Washington Bureau Chief of the Wild Horse and Burro Program, verified to the Wild Horse Observers Association (WHOA) this summer that there are 4,000,000 Cattle on these public lands.  Many Wild Horse advocates assert that in order to achieve a balance of any kind, it is Cattle that must be removed. Others are asking for a moratorium on round-ups.

Secretary Salazar appears well along the path to eliminating any animal perceived as a threat to Cattle. Due to his decision to affirm the Bush era de-listing of the Northern Rocky Mountain Grey Wolf from the endangered species list, these Wolves are now being hunted.  So far, 100 of these Wolves have been killed including half of the famous Yellowstone pack, 2 with radio collars.  Another perceived threat to Cattle is brucellosis, a disease said to be brought to this county by Cattle, and then spread to the Bison.  Though brucellosis has not yet been documented to be transmitted from Bison to Cattle, the death toll of Bison killed by government agents has risen to 3000.  According to the Western Watersheds Project, Montana Fish Wildlife & Parks Commissioner Vic Workman recently provided the answer to this question: “[T]he issue in the Bison controversy is not brucellosis, but whether Bison should be kept off rangeland that livestock producers want for their Cattle.”  The Yellowstone herd of Bison is said to be the only genetically pure herd remaining, as others are said to have been mixed with Cattle.

Special Interest Ties Blocking Due Process

Both Senator Salazar and Senator Bingaman, from New Mexico , have shown strong ties to the Cattle industry through their votes to put downed, suffering, and diseased animals into America ‘s food supply via fork lift, electric prod, and other inhumane methods.  Equine legislation known as the ROAM Act, which would give back 19 million acres of public lands to the Horses, is currently being held hostage and denied a vote by the Senate Energy and Natural Resources Committee, chaired by Senator Bingaman.  Along with Senator Dominici, Senator Bingaman has a long record of blocking Equine Protection Legislation.  These bills have passed easily through the House, and Wild Horse protective legislation has even passed in his own state of New Mexico .  However, Senator Bingaman is unwilling to allow the American people their due process, though their will is clear.  Some say Senator Bingaman is as culpable as Senator Burns, who single-handedly inserted a rider in an appropriations bill to strip Wild Horses of their long standing protection against slaughter without public debate.

Dr. Jekyll and Mr. Senators

Both soft spoken, Secretary Salazar and Senator Bingaman hail as Environmentalist good guys with reasonable environmental scores of approximately 80% by the League of Conservation Voters (LCV). However, their Humane Society of the United States (HSUS) score cards show what WHOA fears is a troubling and darker side, with both earning Brutish scores of 0% during the 109th Congress.

Wild Horses: Competition for the Beef Industry?

Are these last 33,000 Wild Horses impacting the bottom line of the Beef Industry?  A quick review of the USDA data on US Beef Imports and Exports will show that Imports from countries around the globe are the competition.  Specifically, Canadian Beef Imports have been blamed for depressions in the US Beef prices.  Some blame NAFTA and CAFCA.  Looking at the USDA charts will show you two surprising, but relevant, facts.

  1. The US Imports more Beef (live and dead) than it Exports.
  2. The US Imports Beef from all over the world (live and dead) including countries in Saudi Arabia , Costa Rica , and other rain forest areas.

Only 2% of the forage (crops, pasture, range forage) for American Beef is grown on BLM and FS lands, and 89% of the cattle producers are in the East[1]. WHOA asserts, rather than looking at the Wild Horses as competition, perhaps our Beef Export to Import ratios will provide a more realistic answer.

The American Culture

The American Culture has flourished by absorbing the best from a mix of diverse cultures, thereby creating a more humane society.  Still a work in progress!  Americans did not embrace bull fighting, and they have struggled and finally succeeded in outlawing cock fighting.  Americans do not hunt Horses, nor do they eat Horses, Cats, or Dogs.  These animals are “sacred” in our rich American heritage.  Recently, Americans have succeeded in closing foreign owned Horse Slaughter Plants here in the US , and are currently working to stop the slaughter of American Horses driven across our borders.  The voices of the American people so far are falling on deaf ears.

Americans do not want to lose the last of the Wild, Wild West.  This includes Big Cats, Wolves, Bison, Bears, Grizzlies and, of course, the Wild Horses.  Domestic Cattle fattened on public lands, at the expense of American wildlife, is a betrayal of the public trust.  What will be the legacy of Secretary Salazar?  For now, regrettably, WHOA asserts it is that of a Slaughter Czar.
